ProperPDF is an offline PDF app for iPhone, iPad and Android. It merges, splits, compresses, signs, fills, locks, scans and converts PDFs on the device, with no uploads, no account and no ads.
Descriptions
One paragraph
Most phone PDF tools upload your document to a server before they work on it. ProperPDF does the same everyday jobs on the phone itself: merging and splitting files, compressing large scans, signing and filling forms, adding passwords, scanning paper, and converting between PDF and images. Every tool works in airplane mode, and the app has no accounts and no ads. Scanning, merging, splitting and converting are free; Pro adds compression, signing, form filling and password protection for $3.99 a month, $19.99 a year or $29.99 once (US prices, with regional pricing elsewhere). ProperPDF is made by an independent developer, with native apps written in Swift for iPhone and iPad and in Kotlin for Android.

Worth getting right
- Files are processed on the device. ProperPDF is not a web service and has no server that receives documents.
- It doesn't edit the existing text in a PDF or convert PDF to Word.
- Signing places a drawn signature on the page; it is not a certificate-based digital signature.
- Some free exports carry a ProperPDF watermark; Pro removes it.
